New Private Career Colleges Branch


Allan Scott stepped into the Director/Superintendent position of the Private Career College branch on November 30. Scott was the former Senior Manager of the OSAP Inspection and Compliance Unit. In that role, he obtained ministerial designation for his staff as inspectors and implemented a first-time, risk-based inspection program for publicly funded, postsecondary institutions across Ontario. Scott also worked closely with the private career college sector in the last three years to develop a compliance culture among those schools having or seeking OSAP approval.
 
Scott’s background covers enforcement, policy and management. As a former police officer and provincial prosecutor, he has led many investigations and regulatory prosecutions. Scott holds both bachelor and master degrees in business administration and professional accreditations as a Certified Fraud Examiner, Certified Internal Auditor and Certified Government Auditing Professional. Noah Morris, who had assumed responsibility for private career colleges, will focus his efforts on being the Director of the new Student Financial Assistance Branch.
 
The Ontario Association of Career Colleges expects to have its first official meeting with Scott in his new role in mid December.
